Chargers (+) over Dallas- New Chargers’ coach Jim Harbaugh has a way to go to establish a winning culture with his ‘new’ club and he’s anxious to find out if his so-called super-star quarterback can actually make the grade. Justin Herbert has all the tools but has not measured up to expectations. Enter former Michigan guru and Herbert has yet to play a down.
