Talent wise Oklahoma is the better team. They've been hit by the transfer portal and I question the motivation. Navy hasn't been in a Bowl game since 2019, they're hungry and healthy. Oklahoma won one game away from home this season and it was a fluky comeback at Auburn. Navy just beat a good Army team.
